Cream sugar, oil, butter, eggs, and vanilla in a bowl with a hand mixer.
Add sifted flour, baking soda, and cream of tartar, salt to the cream mixture and mix with a wooden spoon until the flour is gone.
Then stir in coconut, chopped peanuts, and Rice Krispies.
Drop by spoonful onto an ungreased cookie sheet.
Bake at 350 degrees for 9 to 15 min.
